Today in the Senate

May 16, 2012:

The Senate will convene at 9:30 a.m. Following Leader remarks, the Senate will proceed to the consideration of motions to proceed to the following budget resolutions, en bloc: S.Con.Res.41 (Senator Sessions-his interpretation of the Obama budget); H.Con.Res.112 (Congressman Ryan); S.Con.Res.37 (Senator Toomey); S.Con.Res.42 (Senator Paul); and S.Con.Res.44 (Senators Lee, Paul, DeMint).

There will be up to 6 hours for debate on the motions to proceed, equally divided and controlled between the two Leaders or their designees.  Upon the use or yielding back of time (at approximately 4:00 p.m. if all time is used), the Senate will conduct up to 5 roll call votes on the motion to proceed to each concurrent resolution.  There will be 2 minutes of debate between each vote and all votes after the first vote will be 10 minutes in duration.

Explanation of Request:

 Funding will allow for additional planning, engineering design and initial construction of a new biomass-fired boiler and steam absorption chiller plant.  The objective for this project is to replace the existing gas/oil boilers and electric chillers with a co-generation system that will use locally available woody biomass to fire a steam generating boiler for heating in the winter and to provide chilled water in the summer.

 Funding will allow for renovation of the Jonas Science Building.  The new Jonas Science Building will be a high performance, low energy consumption building designed for LEED Silver Certification.  The Jonas Building will provide space for important energy-related science programs such as integrative genomics research for alternative energy sources.

 Improvement to existing structure through a combination of seepage cutoffs, support grouting and filtered drains to prove an adequate safety for seepage or a new spillway structure.

Explanation of Request:

 The Big Sioux Flood Control Project provides 100-year flood protection on the Big Sioux and Skunk Creek for the Sioux Falls, SD metropolitan area.  The flood problem is severe under the present stage of urban development.  P.L. 104-303 authorizes the Corps of Engineers to construct spillway improvements, raising levees, and raising existing diversion channel levees along the Big Sioux River.

 Funds support execution of the first phase of pre-construction engineering & design work on the Mni Waste’ drinking water project, as authorized  in the Water Resources Development Act of 2007 (P.L. 110-114).  The current water delivery system is inadequate to meet the basic public health requirements of its citizens, while supporting economic development opportunities for the residents of north central South Dakota.

 Funding will continue the construction of the Mni Wiconi Rural Water supply project, which was authorized in 1988 (amended in 2002 and 2007) and is currently more than 83 percent complete.  Mni Wiconi will serve more than 50,000 residents in South Dakota, including three American Indian reservations that include some of the poorest counties in the United States.

 The Perkins County Rural Water system was authorized in 1999 and is an extension of an existing authorized Bureau of Reclamation rural drinking water system in North Dakota – Southwest Pipeline.  Perkins County is situated in a portion of South Dakota hardest hit by a eight-year drought, and communities in Perkins County struggle with water supplies that are contaminated with high levels of sulfates and sodium.

Explanation of Request:

 Title VI of the Water Resources Development Act of 1999 (P.L. 106-53) authorizes the State of South Dakota, the Lower Brule Sioux Tribe and the Cheyenne River Sioux Tribe to undertake terrestrial wildlife, recreation and cultural enhancement and mitigation projects to compensate for flooded lands as a result of the Pick-Sloan Flood Control Act and construction of the Missouri River mainstem dams.

 South Dakota State University is recognized as the primary national leader for the Sun Grant Initiative (SGI).  SGI is working with the US Department of Energy through regional research efforts on feedstock production and sustainability.  Funds will be implemented in the North Central region consistent with the Sun Grant authorization in the 2008 Farm Bill (section 7526, 7 U.S.C. 8701).

 Missouri River Fish and Wildlife Recovery Program

 The project includes areas along the Missouri River and is designed to recover Missouri River species protected under the Federal Endangered Species Act and the ecosystem on which they depend.  It also implements Fish and Wildlife Mitigation for the Bank Stabilization and Navigation Project.
