Today in the Senate

May 16, 2012:

The Senate will convene at 9:30 a.m. Following Leader remarks, the Senate will proceed to the consideration of motions to proceed to the following budget resolutions, en bloc: S.Con.Res.41 (Senator Sessions-his interpretation of the Obama budget); H.Con.Res.112 (Congressman Ryan); S.Con.Res.37 (Senator Toomey); S.Con.Res.42 (Senator Paul); and S.Con.Res.44 (Senators Lee, Paul, DeMint).

There will be up to 6 hours for debate on the motions to proceed, equally divided and controlled between the two Leaders or their designees.  Upon the use or yielding back of time (at approximately 4:00 p.m. if all time is used), the Senate will conduct up to 5 roll call votes on the motion to proceed to each concurrent resolution.  There will be 2 minutes of debate between each vote and all votes after the first vote will be 10 minutes in duration.

Explanation of Request:

 

The requested project will develop value-added uses for byproducts (DDG and DDGS) resulting from corn-based ethanol production. The request of $1.7 million for the Biomass Crop Production project would be used to support existing research conducted by United States Department of Agriculture Agricultural Research Service North Central Agricultural Research Laboratory (NCARL) in Brookings, South Dakota, South Dakota State University, and MBI International in Lansing, Michigan. The request also includes support for expanded research, adding one scientist position to USDA-ARS-NPA NCARL.  Because the sale of co-products is vital to the economic viability of each ethanol plant, this research will support development of the domestic fuel ethanol industry by developing new bio-based products which, in turn, can improve the energy security of the U.S.

The objective of this project involves integrating pulse crops and other emerging opportunities into regional production systems in order to diversify agriculture and improve economic options for producers.  Benefits of diversifying crop production systems will include an overall reduction in input costs.  South Dakota State University leads this cooperative program with North Dakota and Nebraska.  Projects are developed through on-going communication with regional stakeholders that define their primary needs for research and education.  Afterward, land-grant faculty develop competitive proposals that address these defined needs.  Projects are identified on a competitive basis.

Explanation of Request:

 

 

This project will focus on developing agricultural cropping systems that 1) conserve our natural resources 2) are economically and environmentally sustainable and 3) ensures the production of ample feedstocks required for the biofuels industry during this time of climate change.  The United States Department of Agriculture Agricultural Research Service’s North Central Agricultural Research Laboratory (NCARL) located in Brookings, South Dakota has several long-term cropping system trials that have been conducted for over 15 years.  NCARL is currently staffed with a multidisciplinary scientific staff to address these issues, as well as a state of the art analytical laboratory.  Additional support is being requested to enable the unit to expand and modify existing research to address the changing needs for the agricultural sector.

The IALC is a collaborative effort involving five U.S. land grant universities, including South Dakota State University, and academic institutions in Israel, Jordan, and Egypt. Competitive research programs conducted through the IALC focus on improving agricultural production and safeguarding natural resources in dry environments. Cooperation among scientists is the hallmark of this program, and funds are distributed through a competitive program.

Explanation of Request:

 

The United States Department of Agriculture Agricultural Research Service North Central Agricultural Research Laboratory (NCARL) in Brookings, South Dakota works closely with South Dakota agricultural producers, South Dakota State University (SDSU) and others to develop farming practices for family farmers, and promote the conservation and wise use of soil and water, resulting in more profit for producers.  Most of this research is conducted on the Eastern South Dakota Soil and Water Research farm just north of Brookings.  NCARL also works closely with the fuel ethanol industry to add value to their by-products such as DDGS.

This special grant funds the Five State Ruminant Consortium.  The objectives of this program entail adding value to grain and forage crops through ruminant livestock (beef, sheep, bison and dairy).  Topics being addressed are production and environmental aspects of the livestock industry, including integrating rangelands, annual crops, and livestock to enhance economic return and positively impact the environment.  South Dakota State University leads this collaborative program with North Dakota, Wyoming, Montana, and Nebraska.

The requested funds would be applied toward studying the feasibility of developing new pharmaceutical products from bovine blood in Aberdeen, South Dakota at Northern State University in cooperation with IKOR, a South Dakota company.  These pharmaceutical products have an end result of not only providing economically feasible and desirable medical pharmaceuticals, but also promise to substantially increase the value of cattle in South Dakota and elsewhere.

Sun Grant Initiative

Explanation of Request:

 The Sun Grant Initiative is a university research and education program that addresses national priorities to develop bioenergy and bioproducts at regional and local levels.  The initiative broadens the role of land-grant universities to conduct research and educational programs that emphasize renewable energy systems based on agriculture and renewable natural resources.  Results will include improved national energy security, environmental remediation (through carbon capture, reduced nutrient loss, and biological diversification), and rural economic diversification.  This work is essential for the future prosperity of the nation.


South Dakota State University has been leading the national effort since 2001 to establish the SGI.  This initiative has already demonstrated its capability to effectively implement a nation-wide program.  The mission of the SGI is to: (1) enhance America’s national energy security through development, distribution and implementation of biobased energy technologies, (2) promote diversification and environmental sustainability of America's agriculture, and (3) promote opportunities for biobased economic diversification in America's rural communities.  Significant support throughout the land-grant community has been garnered and the initiative has gained consistent momentum since initial discussions began in 2001.  Today, SGI is working in an effective collaborative manner with the US Departments of Transportation, Energy, and Agriculture.

This project will focus on investigating and conducting research to develop value-added uses for byproduct streams resulting from the manufacture of fuel ethanol from lignin and cellulose derived from materials such as switchgrass and corn stover.  The United States Department of Agriculture Agricultural Research Service North Central Agricultural Research Laboratory will conduct this new research to support the continued expansion of the domestic biofuel industry by identifying and developing new bio-based products from co-products, which, in turn, will provide additional incentive for further development of the industry and ultimately improve the energy security of the U.S.

 Funding for the Wildlife Services, South Dakota project is used to assist producers impacted by predator and nuisance animal damage, which is at a comparatively historically high level.  A cooperative program has been developed between the state of South Dakota and the United States Department of Agriculture, Animal and Plant Health Inspection Service, Wildlife Services, which ensures adequate response to producer concerns.  The cooperative federal-state program provides management to control wildlife-caused agricultural damage with various proactive and reactive management techniques.
